Acts 25 begins with the arrival of Porcius Festus in Judea. Three days after taking office, Festus travels to Jerusalem, where the Jewish leaders present their charges against Paul. They request that Paul be transferred to Jerusalem, planning an ambush to kill him. Festus, however, insists that Paul remain in Caesarea and invites the Jewish leaders to present their case there.
Back in Caesarea, the trial resumes. The Jewish leaders bring serious accusations against Paul, but they are unable to prove their charges. Paul defends himself, stating that he has committed no offense against the Jewish law, the temple, or Caesar. Festus, seeking to please the Jews, asks Paul if he is willing to go to Jerusalem for trial. Paul, knowing the danger, appeals to Caesar, asserting his right as a Roman citizen. Festus confers with his council and grants Paul's appeal, deciding to send him to Rome.
Shortly after, King Agrippa II and his sister Bernice visit Caesarea to pay their respects to Festus. Festus discusses Paul’s case with Agrippa, explaining the situation and Paul's appeal to Caesar. Intrigued, Agrippa expresses a desire to hear from Paul himself.
The next day, with great pomp, Agrippa and Bernice enter the audience room accompanied by high-ranking officers and leading men of the city. Festus orders Paul to be brought in. Festus introduces Paul and explains that, despite the serious charges, he has found nothing deserving death. However, since Paul has appealed to Caesar, Festus is compelled to send him to Rome. Agrippa is invited to examine Paul, setting the stage for Paul’s defense in the following chapter.
Acts 25 showcases Paul's strategic use of his legal rights, the political dynamics of the Roman judicial system, and his unwavering determination to spread the gospel. Despite facing false accusations and prolonged imprisonment, Paul’s appeal to Caesar opens the door for his mission to continue in Rome.
